Free Trade: The Inter-American's System Oldest and Newest Goal: The Evolution of Economic Themes in Inter-American Relations

Abstract

The promotion of regional commercial and economic cooperation has been one of the oldest and most belabored objectives of inter-American relations. Although the American republics have recently pursued free trade with great impetus (both at the sub-regional and regional levels), they have had a very long history of negotiations about economic cooperation and commercial integration, a history that actually precedes the formal emergence of the Pan-American Movement in 1889-90. As the events detailed in this study will show, the recent effort of the American Republics to turn the Western Hemisphere into a regional free-trade area is, in fact, the newest phase of the painfully slow and difficult evolution of commercial and economic themes in the Inter-American System.
