This paper is based on public information collected by the author while conducting research on Honduras over the last two years, first as an employee of the U.S. Agency for International Development (USAID) and, since his retirement from USAID at the end of August 1996, as a consultant to USAID, the Inter-American Development Bank (IDB), and the Government of Honduras. The opinions expressed herein are those of the author alone and do not necessarily reflect the policies and programs of the U.S. or Honduran governments, or of the IDB.
